Capitol Eye Care Center has been part of Tri-City community since 1951, even before the city of Fremont was incorporated. Many of the Tri-City residents have been patients with us for years. 

We have a group of highly skilled optometrists, all graduates of prestigious UC, Berkeley School of Optometry, who welcome you to our practice. Extensive training equips the optometrist to provide a wide array of vision services for you, from prescribing eyeglasses to diagnosing and treating eye diseases. Our office offers many eye care services: comprehensive eye exams, contact lens fittings, eye glasses, treatment of eye infections and diseases, LASIK and cataract co-management, Myopia control (Ortho-K), scleral lens fitting for Keratoconus or other conditions, dry eye treatment, low vision care, diabetic examinations, glaucoma treatment and more.

Meet Our Doctors

Learn Who We Are

  • Stella Levin, O.D.

    Dr. Stella Levin has graduated from San Francisco State University with two Bachelor degrees, in Physiology and Psychology. She received her Doctor of Optometry degree from UC Berkeley, School of Optometry in 2003. As an optometry student, Dr. Levin participated in school vision screenings and delivered free eye care to the underprivileged communities. She completed externships at San Francisco and Palo Alto Veterans Affairs Medical Centers where she received valuable clinical training in diagnosis and treatment of ocular diseases, inflammation, trauma, retinopathy, and cataracts.

  • Connie Liang, O.D.

    Dr. Connie Liang received her Bachelor’s degree in Molecular and Cell Biology at University of California, Berkeley in 1999.  She then completed her Doctor of Optometry degree at UC Berkeley in 2003. During her study there, she completed externships at UCSF, San Francisco VA Medical Center and the Portland VA Medical Center where she gained extensive knowledge in diagnosis and treatment of eye diseases.  Dr. Liang worked in a premium LASIK/PRK office for five years so she is experienced in qualifying patients for the procedures and with post surgery care.

  • Jane Liao, O.D.

    Dr. Jane Liao graduated cum laude from the University of California, San Diego with a Bachelor’s of Bioengineering. She later received her Doctor of Optometry degree from the University of California, Berkeley in 2003. She interned with Kaiser Permanente in Sacramento, and the American Lake VA Medical Center in Washington, which contributed to her proficiency in early detection of conditions such as glaucoma, cataracts, macular degeneration, diabetes, and hypertension.

    Dr. Karin Woo Rardin earned her B.S. in Applied Behavioral Science from the University of California, Davis, M.A. in Marriage in Family Ministries from Talbot School of Theology, and Doctor of Optometry from the University of California, Berkeley School of Optometry.  Her clinical training includes experience at Palo Alto and Oakland Veterans Affairs Hospitals, and University of California, San Francisco.

    Dr. Alexa Westerbeck grew up in Los Gatos, CA and attended the University of Oregon where she obtained her Bachelor's degree in Biology with minors in chemistry and business administration. She returned to the Bay Area to attend the UC Berkeley School of Optometry where she was a member of the Beta Sigma Kappa Honor Society.
