History of Capitol Eye Care Center

Behind every small business is a story. Some local optometry offices have a long history, and a few are even older than the city of Fremont itself. Many Tri-City residents are familiar with our very own Capitol Eye Care Center optometry as they have been patients there for many years.

“When I was taking over the practice from Doctor Raymond Pedersen, I quickly realized that I had found a historical gem and loyal long-term patients,” says Dr. Stella Levin. Capitol Eye Care Center was founded in 1951 by Dr. Gilbert Tom and was originally located on Capitol Avenue, hence the name. Dr. Pedersen acquired the practice in 1987 and later incorporated Dr. John Austin’s patients as well. Dr. Austin’s office was located in a small building in front of the historic Centerville Train Depot. 

Capitol Eye Care Center has been part of the Tri-City community even before the city of Fremont was incorporated. “It is a real honor to continue a 68-year legacy," says Dr. Levin. Though the practice is one of the oldest in the area, Dr. Levin has been actively keeping up with the technology trends in vision care and the office features some of the finest ophthalmic instruments available. Over the years it has grown and evolved, from a small office on Capitol Avenue to a larger facility on Martha Avenue serving our growing community. 

Today, Capitol Eye Care Center offers full-service vision care including adult and child comprehensive eye exams, eyeglasses, contact lenses, myopia control therapy (Ortho-K/CRT), scleral lenses, and LASIK assessment & co-management. “High quality of service is our highest priority. We offer extended office hours in the evenings and on Saturdays to accommodate our patients’ busy schedules,” says Dr. Levin. Capitol Eye Care is a five-doctor practice; all doctors are graduates from the prestigious UC Berkeley School of Optometry. A wonderful team of opticians and receptionists, some of whom have been with the practice for over 15 years, are knowledgeable, reliable, and very friendly. 

Dr. Stella Levin is an avid supporter of the local community and various nonprofit organizations. She is a proud member of the Niles Rotary Club of Fremont. Her vision for Capitol Eye Care Center is to remain committed to its tradition of personalized, high-quality patient care, and advanced technology.
